Roll Call – Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Lattimore - Present. .
City Staff Present – John Salomone, City Manager; Tom Leone, Corporation Counsel; Debra McCormick, City Clerk; Beatrice O’Hora, Comptroller; Marie Nellenbeck, Treasurer; Steve Lynch, Planning Director; Bill Lupien, Superintendent of Engineering Services.
Pledge of Allegiance to the Flag - Luke Colella lead the Pledge.
Presentations and Proclamations
Mayor Lattimore asked Council for consent to allow changes in the agenda to accommodate several guests in the audience. They agreed.
Mayor Lattimore introduced former City Councilor Bob Bergan. Mr. Bergan spoke to alert council to the issue that the Empire Zone laws will expire on August 2, 2004. He stated this could affect 200 EZ businesses in Auburn along with approximately 4000 employees. He urged Council to contact our state representatives.
Mayor Lattimore commented and thanked Mr. Bergan.
Luke and Toni Colella authors of “Now We’re Talking: The Story of Theodore W. Case and Sound on Film.”
Art Wenzel spoke in support of this Resolution being passed.
Mayor Lattimore asked that Resolution #106 naming the City of Auburn as the Birthplace of Talking Movies be read at this time.
The Clerk read Council Resolution #106 of 2004 authorizing naming the City of Auburn as the Birthplace of Talking Movies. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED

City Manager’s Report –
The City Manager introduced Tom Robinson a consultant hired by the City to do a needs assessment for our cable franchise. Mr. Robinson updated Council on the focus groups he is holding with various audiences and how that will help his assessments.
Public to be Heard
Arlene Ryan, Orchard St. spoke to Council as the Orchard St. Neighborhood Watch chairperson. She update Council on the neighborhood and presented suggestions that her committee sent.
Eileen McQue, Cayuga Museum spoke to Council about the success of the passport program that the Historic Sites Commission does with forth graders in the City.
Mike Long spoke briefly about the Cultural Survey that is being done.
Art Wenzel, Westlake Ave. spoke about the Soap Box Derby. He reported that 4 representatives from Auburn would compete in the World Champion Soap Box Derby in Akron Ohio. He also asked for an update on the work being done on State St. Mall.

Marie Nellenback reported to Council on the status of the City’s Foreclosure process.

Resolutions
Council Resolution #102 of 2004 approving a City credit card for the Purchasing Office. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Council Resolution #103 of 2004 authorizing the Mayor to request assistance from the New York State Power Authority for an energy audit and in seeking potential grants to implement energy savings programs. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Sewer-Water Repair/Replacement Resolution #104 of 2004 authorizing the financing for the repair/replacement of water line under the Sewer-Water Repair/Replacement Program. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Land Sale Resolution #105 of 2004 authorizing the Mayor to execute any and all documents for the sale of 2 – 8 Dewey Avenue, Auburn, New York to Dawn Michelic and Sheri Parkis. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Council Resolution #107 of 2004 supporting submission of a Grant Application to the New York State Department of State for Environmental Protection Fund monies.
Council Resolution #108 of 2004 authorizing the City Manger to advertise for bids for the 2004 City Sidewalk Program, Contract 1 and Contract Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Sidewalk Resolution #109 of 2004 authorizing the financing of sidewalks for a property owner to pay for in conjunction with his taxes. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Award Resolution #110 authorizing award of bid for the 2004 CDBG Sidewalk and Curb Program. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED

Olin Crouch, Genesee Garden Apartments spoke to Council about his concerns regarding the Owasco Riverfront Project.
Glen Keplinger, Auburn, spoke to ask about a skateboard park in Auburn.
